{"id":130,"date":"2012-06-18T19:11:19","date_gmt":"2012-06-18T19:11:19","guid":{"rendered":"http:\/\/johnspry.com\/?p=130"},"modified":"2012-06-18T19:13:38","modified_gmt":"2012-06-18T19:13:38","slug":"minnesota-civic-caucus-hears-from-mark-haveman","status":"publish","type":"post","link":"http:\/\/johnspry.com\/?p=130","title":{"rendered":"Minnesota Civic Caucus hears from Mark Haveman"},"content":{"rendered":"<p><a href=\"http:\/\/www.mntax.org\/about\/staff.php\">Mark Haveman<\/a>, a member of the 21st Century Tax Reform Commission discussed tax reform with the <a href=\"http:\/\/www.civiccaucus.org\/\">Minnesota Civic Caucus <\/a>on <a href=\"http:\/\/www.civiccaucus.org\/Interviews\/PDF\/Haveman-Mark_01-29-10.pdf\">Janaury 29, 2010<\/a>.\u00a0 Haveman had an important message to the Minnesota legislature:<\/p>\n<p>Message to the legislature: How a state structures tax rates is more important than issuing tax credits&#8211;<\/p>\n<p>&#8220;If we don&#8217;t do anything,&#8221; a member asked, &#8220;what will happend to business in the state?&#8221;<\/p>\n<p>\u201cWe had all sorts of different people on the commission,\u201d Haveman began, \u201cand to a person, they do not believe that legislators appreciate the importance of the tax context. There is almost a smugness (on the part of legislators) that we used to tax high and still grew. But as mobile as capital is today, profits are even more mobile. You can funnel profits anywhere.
